Congress approves $410 billion spending bill

The U.S. Congress on Tuesday sent $410 billion bill to President Barack Obama against Republican objections over the price tag for this quarter's government funding.

"It takes care of these government agencies that have been, over the Bush years, so underfunded," said Democratic Senate Majority Leader Harry Reid.

Many Republicans resisted the bill because it raised spending by 8 percent above fiscal 2008 levels.

The bill also begins lifting restrictions on travel and trade tp Cuba -- something promised by Obama during the campaign season.
